Medicare Supplement Enrollment Windows
Understanding when you can enroll in or change a Medicare Supplement (Medigap) plan is extremely important. While Medicare Supplement plans can technically be applied for year-round, certain enrollment periods provide valuable protections that make enrollment easier and more affordable.
Medicare Supplement Open Enrollment Period
Your Medicare Supplement Open Enrollment Period is the best time to enroll in coverage.
This enrollment window lasts 7 months and surrounds your 65th birthday:
- Begins 3 months before your birthday month
- Includes your birthday month
- Ends 3 months after your birthday month
Why This Period Matters
During this time:
✅ You cannot be denied coverage
✅ No medical underwriting is required
✅ Insurance companies cannot charge higher premiums due to health conditions
✅ You may choose any available Medicare Supplement plan and carrier
For individuals who delay Medicare because they continue working and maintain employer coverage, similar guaranteed enrollment rights may apply once that employer coverage ends.
Guaranteed Issue Enrollment Situations
Outside of your Open Enrollment Period, approval for a Medicare Supplement plan may normally require health questions. However, certain situations provide Guaranteed Issue Rights, allowing enrollment without medical underwriting.
Examples include:
- Leaving a Medicare Advantage plan during your first year (Trial Right)
- Moving outside your plan’s service area
- Losing coverage through no fault of your own
- Insurance carrier termination or bankruptcy
Eligibility and plan options may vary depending on the situation.
State-Specific Medicare Supplement Enrollment Rules
Some states provide additional opportunities to change Medicare Supplement plans without answering health questions.

Birthday Rule States
Residents in certain states may switch Medicare Supplement plans annually around their birthday.
These enrollment windows typically allow movement to a plan with equal or lesser benefits.

- Lesser or equal coverage with any carrier.
