Veterans often have access to healthcare through the Department of Veterans Affairs (VA) or Tricare. Because these programs operate separately from Medicare, it’s important to understand how they work together.
Medicare and VA Benefits
VA healthcare and Medicare are two completely separate systems.
You are not required to enroll in Medicare if you receive VA benefits. Some veterans rely solely on VA facilities for their healthcare.
However, many advisors recommend enrolling in Medicare Part A and Part B to give you more flexibility if you ever need care outside of the VA system.
Is VA Coverage Creditable?
VA benefits are treated differently depending on the part of Medicare.
Part B (Medical Insurance)
VA coverage does NOT count as creditable coverage for Medicare Part B. Delaying Part B enrollment could result in a lifetime late enrollment penalty.
Part D (Prescription Drugs)
VA prescription coverage does count as creditable coverage, meaning you typically will not face a penalty for delaying a Part D plan.
Medicare and Tricare for Life
If you have Tricare for Life, you must enroll in:
- Medicare Part A
- Medicare Part B
Medicare pays first, and Tricare acts as secondary coverage, similar to a Medicare Supplement plan.
Without Medicare Part A and B, Tricare for Life benefits cannot be used.
Medicare Advantage Plans for Veterans
Some Medicare Advantage plans are designed specifically for veterans. Because many veterans receive prescriptions through the VA, these plans may redirect those funds to offer additional medical benefits or even a Part B premium giveback.
